Since 1978, The Harbor has been providing valuable community services, offering a safe emergency shelter for up to 21 days during a time of need – and delivering counseling and supportive services to runaway and homeless youth.

Focused on family resolution and youth development services, The Harbor is an agency that serves individuals and families in crisis, inclusive and exclusive of emergency shelter provision.

Primary Services

  • Emergency Shelter and Counseling
    • Housing (up to 3 weeks stay) for individuals 9-17 years of age
      (no cost to parents)
    • Short-term counseling for runaway and homeless individuals 6-21 years of age
    • Individual and family counseling, with the goal of reuniting the family
  • Transitional Living Program (Wings of The Harbor) − for individuals 16-21 years of age
  • Street Outreach Program (Cypress Place) − for individuals 16 -20 years of age

The Harbor serves individuals and families during a time of need, offering youths a safe place to stay while working out family and personal challenges.

Our Mission

To provide shelter, street-based community outreach, counseling, crisis intervention and supportive services for homeless and runaway youth, assisting them to come in off the street.

We Offer

Safety, security, and basic support services, as well as a comfortable place for nourishment of mind, body and soul. All services are free of charge and confidential.
Location

History

  • The Harbor was founded in the spring of 1978, when St. Clair County received a grant from the Department of Juvenile Justice, to open an emergency shelter housing unit to assist runaway and homeless youth aged 10 to 17 years of age.
  • In 1981, The Harbor became a program of Comprehensive Youth Services, Inc. and has experienced tremendous growth over the past thirty years.

Wings of The Harbor – Transitional Living Program

Wings of The Harbor is a program providing transitional housing for homeless or potentially homeless youth aged 16 to 21 − for up to 18 continuous months.

Services Provided

  • Shelter, basic needs, skills training, and supportive services for up to 18 months
  • Counseling to enable the building of positive relationships
  • Training to develop necessary skills for independence, obtaining employment and housing, and completing educational programs
  • Health-related and other services as required

Cypress Place – Street Outreach Program and Drop-in Center

Cypress Place offers Street-Based and Drop-In Center services to young individuals up to 21 years of age. The program focuses on providing direct resources and support, along with referral to additional resources that help and guide homeless and street youth to live more productively, off the streets.
